The Senate has finally converted into law the second aid package - Decreto Aiuti Bis -, launched by the government on August 9th and already strengthened by the third aid decree of last week. The second passage to Palazzo Madama, made necessary due to a change in the Chamber to restore the cap of 240 thousand euros for the salaries of public managers, came with 178 votes in favor and 3 against. The second aid package allocates 17 billion to support businesses and families struggling with expensive energy. Among the most important measures is the agreement on the 110% superbonus: by reformulating the liability on the tax credits for the building bonuses, now only triggered in the presence of willful misconduct or gross negligence, it unlocks a situation that had actually occurred in recent months. Extension until the end of the year of smart working for fragile workers and parents of children up to 14 years and stabilization from 1st January 2027 of the staff hired by PA with a fixed-term employment for the implementation of the Pnrr. The limit for the unenforceability of pensions rises to one thousand euros and the figure of the "expert teacher" is deleted: on the other hand, those who have achieved a positive evaluation in passing three consecutive and non-superimposable training courses will be "permanently incentivised".
