Among the twists and turns of the maneuver launched by the Council of Ministers to be examined by Parliament before the end of the year, there are several aspects that concern the world of tourism and catering. Among these, there is an article dedicated to tips, which establishes that the sums destined by customers to the workers of restaurants and hotels will be subject, from January 1, 2023, to a flat rate tax of 5%, which will be applied for a share not exceeding 25% of the annual income of the worker. However, there are still many issues to be resolved and many other doubts raised by the Government's measure. In fact, there seems to be a fundamental problem, which concerns the regulation of tips, which for the national contract are even prohibited. The regulation issue is well explained by Luciano Sbraga, Vice Director of FIPE, the Italian Federation of Public Exercises, to the Corriere paper: "The tips currently are not recognized by the law and the national employment contract provides for the prohibition of accepting them - he has noted - We need a rule that prevents them from becoming part of the remuneration of workers that companies have to pay as contributions.". The issue had already been highlighted by Bernabò Bocca, President of Federalberghi, who stressed that a problem related to tips is also that of moonlighting, that is, cash that ends up directly in the pockets of workers, completely escaping the tax authorities.
