"We do not want to justify or absolve the existing and serious phenomena of unauthorized development, as well as the amnesties that too often have affected the safety plans. But the most obvious and striking fact is that we do not invest in prevention, despite the greater risks related to climate change: resources are scarce, insufficient and poorly used”. For a long time, the data have been speaking about the context of extreme fragility and risk of the entire Italian peninsula. According to the Report on Flood Hazard Conditions in Italy published by ISPRA Research Institute last autumn, about 5.4% of the national territory is at high flood risk. "This is a portion of the country - says Lombardi - where more than 4% of the population resides and where about 8% of our artistic heritage is located." On the other hand, 10% of the territory is at medium risk of flooding: 11.5% of Italians reside here (almost 6.78 million) and 16.5% of cultural heritage is located there. If the survey also extends to landslides, the context of danger becomes even more alarming: 3.1% of the national territory presents a "very high" risk, 5.6% is at "high" risk and 4.8% is at "medium" risk. Altogether, 20% of the national territory - located in the five risk levels of ISPRA - can be considered in danger due to landslides and landfalls. The buildings at risk are almost two million (1,867,094, 12.9% of the total), of which 333,044 are located in Campania.
