The government has created a public company dedicated to software development. It is called "3-I S.p.A" and aims to pool the skills and IT services of the Central Authorities and Public Administrations, optimize investments and ensure increasingly high levels of security and cybersecurity in the provision of digital public services. The new Italian software house, with capital and entirely public participation, will have the task of developing, maintaining and managing software solutions and IT services of the National Institute for Social Security, the National Institute of Statistics, the National Institute for Insurance against Accidents at Work, the Presidency of Council of Ministers, the Ministry of Labour and Social Policies and other Central Public Administrations. The creation of a "NewCo" dedicated to the development of software to support the digital transformation of the Public Administration is a milestone envisaged by the PNRR (National Recovery and Resilience Plan). The constitution of "3-I S.p.A'' was approved by Decree Law no. 36 of April 30, 2022, in advance of the timescales provided for by PNRR. The software house has been designed to support the development and management of Information and Communication Technology applications that support the processes of central administrations and consolidate the technological skills that are now fragmented among different institutions.
