It will be possible to repatriate the capital of Italian companies abroad under a preferential regime. This is 44.8 billion held in tax havens by Italian multinationals with more than 750 million euros in turnover. Thanks to this measure, the State could raise at least 336 million euros. According to the budget law (Article 1, paragraphs 87-95), the Meloni government wants to imitate, in part, the Trump measure that at the end of 2017 had offered a discounted rate to repatriate the liquidity held by multinationals in tax havens. The preferential regime provides for the application of a substitute tax of 9% on undistributed profits and retained earnings for investments held abroad as part of the business activity. But even taxpayers subject to personal income tax will be able to opt for the substitute tax of income at the rate of 30% of undistributed profits and retained earnings.
