It equates to about one billion euros, the rise in expenditures on the treasuries of Italian municipalities for utilities and fees for the delivery of electricity and gas, which represents a 46.2% increase over 2021. In other words, each Italian municipality had average expenditures of over 121 thousand euros in the last year, ranging from an average of 292 thousand euros for the municipalities of Emilia-Romagna to over 18 thousand euros for the municipalities of Valle d'Aosta. The most critical situation is in Bari with an increase in spending of 216%, followed by the municipalities of Bologna and L'Aquila respectively with 165% and 125%. Nearly offsetting the rise in energy and gas prices, non-tax revenues climbed by 11.5%. Citizens paid more for transport, parking, school services, kindergartens, culture and sports.
