In addition, "the special protection whose case had been greatly expanded is again restricted, but the government's intention is to abolish it and replace it with legislation that corresponds to the European reference legislation". These are the main contents of the new decree on illegal immigration issued in Cutro, the site of the tragic shipwreck that shocked Italy, by the Council of Ministers. "The best way to honor Cutro's victims is to ensure that these tragedies cannot be repeated. The decree law that we have made reiterates that we are determined to fight trafficking in human beings responsible for what happened: if anyone thinks that the events of February 26 have led us to change our line, it is a big mistake. There is no policy more responsible than this,” said Prime Minister Giorgia Meloni. At the heart of the measure is therefore "the introduction of a new type of crime, against smugglers and terrorists: relating to death or serious injury that provides for a penalty of up to 30 years' imprisonment, even if committed outside international borders: we will chase them throughout the globe to combat the new form of slavery of the modern era". The other important point of the decree concerns legal acceptance: according to Meloni, "we must give the message that it is not convenient to enter Italy illegally, pay the smugglers and risk dying". For this reason, "we restore the Flow Decree, which in recent years had been reset because all the numbers were covered by those who entered illegally. We want to reverse this narrative, and the Flow Decree is restored with three-year shares: it provides preferential lanes for foreigners who have taken training courses at home recognized by the Italian government, shares reserved for workers from countries that collaborate with Italy in the fight against traffickers. We intend to campaign in the countries of origin to tell them how reality is often very far from the reality told by these traffickers”.
