According to scientists from the Italian Society of Environmental Medicine, around 81% of the EU population breaths air with fine particle concentrations over WHO health safety criteria established in 2005. Using existing legal limitations, just 21% of Europeans face a health risk due to PM10 and PM2.5 overruns, but the same is true for nitrogen oxides. The figures come from the European Environment Agency, which produces an annual assessment on Europe's air quality.
