The European Parliament is preparing to vote on a document with a crystal-clear subject, in accordance with its own timelines that reflect the need to obtain the consent of MEPs from 27 countries. The report is titled " “COVID-19 pandemic: lessons learned and recommendations for the future”. This is the first time a major political institution has assessed the health and social tragedy that has characterized our recent history. The document could have an effect on multiple levels, including the revision of the legislation governing medicines, the aspiration to establish a European Health Union, the initiatives of the Commission and the various agencies, from the European Medicines Agency (EMA) to the newly established Health Emergency Preparedness and Response (HERA). The question of the relationship between Europe and the pharmaceutical companies producing vaccines, along with the issue of patents, will be central. The commission that drafted the document consulted with experts, such as Massimo Florio, professor at the University of Milan and representative of the Forum on Inequalities and Diversity. Florio brought a dowry that shows how the financial risk for vaccine development has been borne primarily by taxpayers, with 30 billion in public funds spent on grants and advance contracts. Approximately double what the pharmaceutical industry risked, which then sold vaccines at monopoly prices, burdening public coffers with up to ten times the cost of production. The proposal of the Italian Forum, which will be put to a vote, is to establish an autonomous, non-profit European public infrastructure for the development of new drugs and vaccines.
