The Council of Ministers meeting today will address the issue of migrant flows that have been troubling Italy for over a year. Some drafts of the decree that would be passed were circulated yesterday, showing the government's control. The burden of evidence will be inverted for minors, who must demonstrate that they are under the age of 18. Anyone who declares an age that is later proven to be fraudulent will be expelled. Teenagers between the ages of 16 and 18 can be welcomed alongside adults. In this age range, if places in facilities for adolescents are unavailable, they will end up in those for adults. The mayors' request to extend the capacity of institutions for minors was denied. Guarantees are offered to all women, not just pregnant women, for those deemed vulnerable and deserving of special treatment. Vulnerable persons therefore include minors, unaccompanied minors, disabled persons, the elderly, women (where 'pregnant' has been deleted), single parents with minor children, victims of human trafficking, persons suffering from serious illnesses or mental disorders, persons who have been found to have suffered torture, rape or other serious forms of psychological, physical or sexual violence or violence related to sexual orientation or gender identity, victims of genital mutilation.
