The Court of Catania upheld the appeal of lawyers for four migrants who had landed in Lampedusa in mid-September and were taken to the new center in Pozzallo, in the province of Ragusa. In explaining the decision, the court ruled that the government's recent decree was in fact illegitimate, particularly the part on accelerated expulsions and the request for a financial guarantee of nearly 5,000 euros: this sum should be made available to migrants from "safe" countries through a bank guarantee so that they would not have to wait in detention for the outcome of their application. The Interior Ministry plans to appeal the court's decision. Salvo Vitale, one of the lawyers appealing, said that "the Catania court found the government's recent decree on expedited expulsions to be illegitimate in several parts".
