In the last 50 years, the amnesty policy adopted in Italy has allowed the Treasury to collect a total of 148.1 billion euros (amount revalued to 2022). In economic terms, the tax amnesty of 2003 was the most "profitable" for the state coffers: 28 billion euros were recovered in 6 years (2003-2008) between tax agreement, closing pending disputes, defining delays or skipped payments, and regularization of accounting records. This is followed by the grave amnesty launched in 1991, which guaranteed 10.4 billion until 1994, and the arrangement/amnesty of accounting records established in 1995, which guaranteed 8.4 billion euros of revenue until 2000. Although dubious from an ethical standpoint, amnesties are the favored instrument for governments to generate revenue.
