Educational projects only on paper and fraud against the IRS. This is the investigative framework that led the Guardia di Finanza yesterday to arrest the former pro-rector of Link University, Carlo Maria Medaglia. As part of the same investigation, which involves more than 29 individuals and 20 legal entities, former minister Vincenzo Scotti was also arrested. The latter is named as a representative of Link Campus University from March 30, 2012 to August 7, 2020. The crime of fraudulent declaration by use of invoices or other documents for nonexistent transactions is alleged against Scotti. An asset seizure of more than 3.5 million euros was made against him. Medaglia and one of his associates are accused of securing the initiation of false research and development projects for more than 20 companies, enabling them to illegally use tax credits. According to investigators, a system of real tax-saving packages was allegedly set up with false invoices used in returns to lower tax debts and benefit from tax credits that never accrued.
