Part of a "fragmented model" of a terrorist organization that has been decapitated worldwide, but which still has individuals on the ground who, like them, are "dedicated to a path of radicalization that has led them to be extremely active in propaganda." They are an Egyptian citizen and a naturalized Italian of Egyptian descent, according to the Milan Public Prosecutor's Office, accused of participation in an association for the purpose of terrorism and encouragement to commit a crime for the purpose of terrorism. Both are alleged to be affiliated with ISIS.
