Generational turnover among local administrators in Italy is slow. The research "A New Political Generation? Survey of Mayors under 40", conducted by Iref, the Acli Institute for Educational and Training Research, analyzed the phenomenon. In 2022, only 769 elected mayors were between the ages of 18 and 39, 1.5 percent of the total. Of these, 113 were women. Iref collected 334 questionnaires and conducted 12 qualitative interviews with mayors selected on the criteria of territorial representativeness, gender and municipality size. In this way, it was possible to reconstruct the educational and professional background, political career, strategic choices and mid-term programs of mayors under 40.
