Italy's large listed banks dribble the tax on extra profits by availing themselves of the option to allocate 2.5 times its amount to non-distributable reserves. Intesa Sanpaolo, Unicredit, Banco Bpm, Mps, Bper, Popolare di Sondrio, Credem, and Mediobanca have all decided not to pay, depriving the treasury of total revenue of about 1.8 billion euros. The foregone revenue is well in excess of 2 billion euros when considering that Crédit Agricole, Bnl and the cooperative credit system are also leaning toward setting aside the tax.
