The strike declared by trade union confederations on November 17 (with the exclusion of numerous sectors) cannot be termed a general strike. The Commission for the Guarantee of Strikes established this yesterday, stating that the decision "does not intend in any way to call into question the exercise of the right to strike, but to continue to ensure compliance with the rules that guarantee its reconciliation with the constitutional rights of the person." The Guarantee Commission could not find adequate reasons to accept the strike declared by CGIL and UIL as a general strike; yet, the unions opted to go ahead with the strike, despite the Guarantor's precept. The CGIL issued a statement saying, "The Guarantor's precept has no legal value and cannot prevent the exercise of the right to strike." Confirming the strike of November 17 alongside other trade unions, the CGIL defends the right to strike and requests that the government consider the concerns of the workforce.
