"With Decree-Law 212/2023, the Government has chosen not to give answers to businesses and citizens on the critical issues of the 110% Superbonus" as well as "the failure to extend (circumscribed and time-limited) to complete thousands of construction sites represents the indifference or underestimation of the executive with respect to a complex situation" . The National Confederation of Crafts and Small and Medium-sized Enterprises stated in a note that "the persistent block on transfers, the absence of solutions for non-performing loans, and the lack of an extension for condominiums have thrown citizens and businesses into an abyss, with the very real prospect of witnessing a high level of litigation between clients and contractors". Based on the most recent Enea data, the CNA predicts that "the risk of litigation involves 6 billion euros of investments for the renovation of condominiums, qualified for deduction but with no longer the option of credit assignment and a gain ranging from 110% to 70%.
