The protagonist is not a recidivist bully, but a six-year-old youngster from Ladispoli, a coastal town near Rome, an elementary school student whose hospital certificates suggest he has "a deficit hyperactivity disorder". According to the attending doctors, this youngster should be helped in his studies. The Minister of Education and Merit Valditara wants to examine and understand why the school's administration did not comply with an administrative judiciary decree: he will now send an inspection to the school that denied access to the child.
