"Noi è, Io sono" is the name of a conspiratorial sect with approximately 10,000 followers in Italy and has recently made headlines. What unites his followers is their complete rejection of all state authority, regulations, laws, and taxation. They do not pay taxes and self-produce some documents, such as a driver's license (signed in blood). They walk around with an unrecognizable document that they call a "universal pass." They use Telegram chats to appeal for assistance. They communicate through Zoom and are divided by region. In the Brescia area, there have recently been multiple incidents involving them. A woman over the age of sixty was stopped by police twice in a month, first in Roè Vociano and later in Rezzano. In both incidents, she was in possession of a "homemade" driver's license signed in blood. Another adept would have displayed his "universal pass" on the roadway. The incident was described in the group's conversation with the following comment: "Universal Pass gives me the right to move to all surfaces, directions, and roads I choose to travel without having to pay duties, tolls, or entrances". Two other followers in Provaglio d'Iseo filed a complaint with the carabinieri against E.On Energia, which disconnected the power for an alleged non-payment of bills. The two, originally from Brescia, arrived at the carabinieri facility with a "universal pass" just stating "man and woman alive".
