In Italy, 11% of homes are vacant, meaning they are neither rented nor occupied by the owners. The fact that among those who have rented in the past, 40% have had negative experiences such as evictions, payment injunctions, missed payments, all factors that have now deterred them. Almost one-third of landlords declare that they have experienced instances of arrears (between two- and four-months’ rent), and 13% of tenants admit to having missed at least one payment. The same dynamic is also noted regarding delays in rent payments: 27.5% of tenants reported having paid rent late at least once in the last year, while on the landlords' side, the proportion of delays rises to 38%. The result is that nobody rents to anybody anymore.
