Following Italy's response in January to the EU's ultimatum regarding the Bolkestein directive, the European Commission is "in close contact with the Italian authorities to discuss possible solutions" for beach concessions. An EU spokesperson explained that the “reasoned opinion” sent to Rome in November is the last step before a possible referral to the EU Court of Justice. Government sources reveal that, at a forthcoming meeting of the Council of Ministers, a measure to reorganize State concessions for tourism and recreational use will be examined and approved, in order to establish a clear legal framework for operators and local administrations.
