This is emphasized by the Court of Auditors in the report "Infrastructure and digitalization: Prison Plan," which emphasizes the overcrowding conditions that are on the brink of an emergency and the pervasive critical issues, particularly in Lombardy, Puglia, Campania, Lazio, Veneto, and Sicily. According to the accounting judges, many scheduled interventions have not been carried out, and those requiring special maintenance are moving slowly, exacerbating the environmental, sanitary, and therapeutic conditions in the facilities. The primary causes of delays are contractual defaults, changes in prison requirements, and insufficient funding to ensure that programs are adapted. The Court also reiterates the importance of respecting the principle of individualized sentencing, with appropriate placement of inmates based on their legal status and re-educational paths.
