Nello Donnarumma, the mayor of Palma Campania, has issued an ordinance (no. 105 of May 6, 2025) forbidding "olfactory harassment" across the municipality. The measure imposes fines of up to 500 euros on people who emit disturbing odors from businesses, kitchens, workshops, and private residences, with a particular focus on those related to the preparation and storage of food. "This is a necessary and urgent measure", Donnarumma stated on Facebook, "aiming at protecting public health and urban livability before the issue becomes a true emergency. A city that refuses to safeguard air quality also fails to defend its residents' dignity". Nevertheless, the ordinance has sparked controversy, particularly because some believe it is implicitly directed at the Bangladeshi community, which numbers about 2,000 people. The opening of several restaurants and grocery stores in recent years has expanded the local gastronomic offering, but it has also sparked objections over the growth of strong and persistent odors associated with the usage of spices common in Bengali cuisine.
