As Europe, we have a duty to welcome them, as well as an opportunity to grow our human capital, just as many scientists had to leave Europe due to racial laws and go to America, where they contributed to the United States' scientific and technological growth". "Obviously", he noted, "the situation has changed since then, but the U.S. government's threats to university independence are real, causing many scholars to consider where they will continue their work.
