Nearly 600 million euros initially earmarked for the development of the electric charging network will be redirected to a new incentive program for car scrapping and fleet renewal. This is provided for in the revision of the National Recovery and Resilience Plan (PNRR) approved by the Steering Committee. According to the proposed amendment, about 597 million euros will be used to promote the replacement of internal combustion vehicles with zero-emission vehicles, with larger incentives for lower incomes. The revision also calls for shifting 640 million euros initially earmarked for the use of hydrogen in the hard-to-abate industry to the development of biomethane. The aim is to foster the circular economy linked to waste management and to incentivize more sustainable mobility through low-impact vehicles. The total value of the investment in biomethane will thus reach 1.2 billion euros, without changing the overall PNRR budget. Finally, the revised plan includes a reshaping of rail investments: some strategic routes, which can no longer be realized due to force majeure, will be replaced by alternative routes that can be completed by June 2026.
