Consumer associations - most notably Assoutenti - protest that issuing documents such as passports, ID cards and driver's licenses is more expensive in Italy than in major European countries. In Italy, passport applicants face a minimum expense of €116, in Germany the expense is €70 for citizens over 24 years old and €37.50 for those under 24. By contrast, €86 is needed in France, and just €30 in Spain. Even for the issuance of the electronic identity card in Italy the expense borne by citizens is higher: it costs €22.20 while it only takes €12 in Spain. In France the issuance of the document is even free. In the United Kingdom there is no provision for citizens to receive a document similar to the Italian ID card. The real drain, however, concerns the driver's license, which costs up to €133 in Italy, compared to €25 in Germany and €25 in Spain.
