A city's "smartness" is measured by its ecological transition, digitalization and social inclusion. According to the EY Smart City Index 2025, which aims to take a snapshot of the degree of urban innovation in Italy, it is Bologna that again takes the top spot, which it held until 2016. The primary "vocation" continues to be social inclusion, but there are also improvements in digitization. Milan slips to second place, after dominating the ranking from 2018 to 2022. The weak point? Under "citizen behaviors" related to the ecological transition, such as using non-polluting cars or reducing energy consumption. Positive, however, is the performance of the level of digitalization. In third place, there is Turin. Here the flagship is the ecological transition, so much so that the city has not fallen from the podium (it was, however, second in 2022) since 2014. It is followed by Venice, Rome, Trento, Cagliari, Modena, Reggio Emilia and Florence.
