New features are forthcoming for the IT Wallet, a digital wallet that was introduced by the NRRP Quater decree in February 2025, that enables citizens to keep their primary documents in electronic format. Following the incorporation of the driving license, health card, European disability card, and European health insurance card, the ISEE, educational qualifications (ranging from a high school diploma to a university degree), residency, and registration on the electoral registers will be added in the near future. These improvements will be made possible by two implementing decrees issued by the Ministries of Economy and Public Administration. In addition to establishing the regulatory framework, the regulations specify the functions of PagoPA and the Istituto Poligrafico e Zecca dello Stato, which are in charge of providing digital certificates following authentication via the electronic identity card. The document also discusses the idea of incorporating private solutions to provide extra services to citizens. Among the new features, the decrees call for the implementation of a unified authentication system known as "Enter with wallet", which would grant access to all online services provided by the Public Administration. Furthermore, the digital driving license will be considered equivalent to the identity card as a valid document for identification, including official occasions such as airport security checks or access to public offices. The IT Wallet trial began in the summer of 2024 with a pilot group of 50,000 users via the IO App. The service was then gradually expanded, until it became available to all citizens on December 5, 2024. It is presently utilized by over 5 million Italians, who have uploaded nearly 9 million digital documents. To activate it, simply log in to the IO App using your SPID or electronic identity card. In the "Wallet" section, you can upload and validate your digital documents, which are fully legal. The Italian initiative is part of the bigger European framework of the EUDI Wallet, a digital wallet intended by the European Union to promote cross-border document recognition and access to public and private services across Europe. Italy is one of the countries making the fastest progress toward the adoption of the European system, scheduled for 2026.
