From July 15th to September 30th, 2025, a new municipal ordinance will be implemented in Portofino to handle the huge number of tourists while also protecting urban decorum. The mayor-signed act intends to "prevent and contain situations of neglect, degradation, and impairment of livability", ensuring the peace and quiet of residents and tourists. Among the new restrictions are prohibitions on walking around shirtless, in swimwear, or barefoot in the town center and port area. Heavy fines will also be enforced on anyone who loiters in public places or lies on benches, walls, or sidewalks in unsuitable conduct for the situation. The regulations against begging are particularly strict: not only are harassing and persistent forms prohibited, but so are more "discreet" ones in sensitive areas such as the Molo Umberto I, boarding areas, public transportation stops, beaches, the churches of San Martino and San Giorgio, and the Portofino Park trails. The use of minors, disabled individuals, elderly individuals, or animals for the purpose of begging is also explicitly prohibited. The ordinance also prohibits the consumption and possession of alcohol in public locations, with the exception of recognized venues and outdoor areas. Music is likewise prohibited after 12:30 a.m., with the exception of explicitly authorized gatherings. Violators face fines of up to €500.
