The program agreement for the construction of the Strait of Messina Bridge has been officially signed at the Ministry of Infrastructure and Transport. A statement issued by the Ministry of Transport announced the signing ceremony, highlighting the participation of numerous technical and institutional authorities. Key figures in the agreement included Deputy Prime Minister and Minister of Infrastructure Matteo Salvini, Finance Minister Giancarlo Giorgetti, Sicilian Regional President Renato Schifani, and Calabria’s President Roberto Occhiuto. Also present were Pietro Ciucci (CEO of Stretto di Messina S.p.A.), Aldo Isi (for Rete Ferroviaria Italiana), and Claudio Gemme (for Anas). Alessandro Morelli, Undersecretary of State for the Prime Minister's Office, was also present. The agreement delineates a sequence of preparatory tasks for the construction site, which are assigned to a variety of operational entities. As for Anas, the already decommissioned Villa San Giovanni East Service Area will be turned over to the Stretto di Messina company, together with the relocation of the Villa San Giovanni West Service Area. Additionally, Stretto di Messina will be accountable for the operation of the current East Service Area, the development of suitable design solutions, and the construction of a temporary highway link between the two former areas to guarantee the construction site's continued operation. The expenses of these interventions are already factored into the total project budget. Rete Ferroviaria Italiana will also play an important role. Its initiatives encompass the following: the completion of the Buonabitacolo-Praia and Gioia Tauro-Reggio Calabria sections of the Battipaglia-Reggio Calabria high-speed/high-capacity line; the construction of connections between the new Strait infrastructure and the existing railway line on both the Calabrian and Sicilian sides by 2032; and the construction of the new Messina Gazzi station, which will be shared with local authorities as part of the redevelopment of Messina Centrale. Metro stations at Papardo, Annunziata, and Europa are also planned to integrate the new line with the city's transportation system. Other works entrusted to Stretto di Messina include the completion of the Cannitello Railway Bypass and the revitalization of the Villa San Giovanni waterfront. These costs are likewise covered by the total funding. The new agreement also specifies the project's future management responsibilities: RFI will be in charge of the ordinary and extraordinary maintenance of the bridge's railway component once it is operational. Finally, the Ministry of Infrastructure has pledged to ensure the completion of additional infrastructure projects associated with the bridge, such as the construction of the second tunnel along the Giostra–Annunziata motorway connection and linking the new Curcuraci–Fiumara Guardia interchange to the Strada Panoramica dello Stretto.
