The flat tax from climbing from 100 thousand to 200 thousand euros does not discourage, on the contrary it fascinates more and more millionaires and taxpayers with very high assets who for this tax benefit want to move to Italy. The tax regime reserved for the ultra-millionaires provides that those who have not been tax residents in Italy for at least 9 of the last 10 years can obtain, with the transfer of residence, the application of an annual flat tax on all income earned abroad without Italy demanding to know the amount of that income or requesting additional taxes on real estate or financial assets held across the border. The extension to family members, with an additional flat rate of €25 thousand euros per person, makes the flat tax for the moneybags particularly attractive to large and very wealthy families as well. According to numbers provided by the Court of Audit, from 2020 to 2023 there were a total of 2,875 moneybags entering Italy accompanied by 1,108 family members, bringing the total to close to 4,000 taxpayers. The Court of Audit points out, however, that while it is true that this is how Italy attracts wealth, there is no feedback on the benefits to the real economy.
