From 2019 (the year preceding Covid) until 2024, Italians paid municipalities more than a half billion euros in traffic fines. Fines collected rose from €1.241 billion in 2019 to €1.758 billion last year. As a result, fine revenue increased by 30% over the five-year period. When it comes to per capita revenue, small tourist towns or those along key traffic routes often top the rankings. In fact, Colle Santa Lucia was the first overall in terms of average revenue per inhabitant in 2024. With just over 300 residents, this little community in the Dolomites collected €745,000 in fines last year. That translates to more than €2,154 per capita. Carrodano, in the province of La Spezia, is also worth noting: despite having less than 500 residents, this town, a crucial hub for accessing the Cinque Terre, issued fines totaling €807,000. This ranking also contains Rocca Pia, in Abruzzo, a medieval town with a resident population of less than 200 and fines totaling around €281,000.
