Ninety-three percent of Italian businesses are of the opinion that laws, regulations, and bureaucratic requirements have a detrimental effect on their operations. Additionally, more than half (48%) rate this as substantially negative, which leads to increased direct and indirect costs. This information is based on the report "The impact of public administration criticalities on the competitiveness and growth of micro, small, and medium enterprises", which was published by Conflavoro in partnership with Luiss Business School and presented in Rome. The study looked at how Italian micro, small, and medium-sized enterprises view the impact of public administration on their competitiveness and growth potential. The inefficiency of administrative systems has been a long-standing problem in Italy. According to the Conflavoro-Luiss Business School study, 43% of Italian enterprises suffer wasted time and entrepreneurial discouragement, while 18% express a decreased propensity to invest. In terms of how corporations respond to problems generated by public administration, 25% limit growth to prevent possible difficulties. 48% of respondents believe the real problem is the failure to implement regulations. 20% report unfair competition, 15% long processes, and 4% unpredictability of inspections. Critical factors for 19% of businesses include "poor efficiency and competence of public administration staff", while 13% emphasize "lack of clarity regarding the responsibilities of public officials". Regarding digitalization, the opinion is mostly positive: 39% of the sample believes "public administration digital systems are efficient and easy to use". Having simplified rules for SMEs, different from those for large enterprises, is the most widespread demand among companies (61%).
