Impresa Cultura Italia, the Confcommercio coordination body for cultural and creative enterprises, has proposed the implementation of a tax deduction on the cultural expenditures of Italian families. The deduction will be concentrated on the purchase of books and tickets to live performances in order to "empower culture as a valuable asset and an essential component of family welfare". According to Confcommercio, culture cannot continue to be a luxury for a select few. Data show that over 75% of Italians recognize its value, yet more than one in four forgo cultural activities for economic reasons. People who reside in peripheral areas, families with children, and young adults are particularly affected by the price barrier. This is the precise point at which tax incentives can be effective, as Confcommercio emphasizes: the provision of a tax deduction for a book or theater ticket demonstrates that culture is a primary asset, an essential component of family well-being, and a contemporary perspective on welfare. Moreover, according to Confcommercio, cultural consumption expenses should also be included in corporate welfare programs.
