Bologna is Italy's smartest city for 2025, surpassing Milan's record for the first time, which ranks 39th. This is the main finding of the City Vision Score 2025, an index that rates the "smartness" of all 7,896 Italian municipalities on a scale of 10 to 100. The City Vision Score approach uses 30 indicators across six dimensions—smart governance, smart economy, smart environment, smart living, smart mobility, and smart people—with data standardized from institutional sources. The aggregate score indicates that the smartest Italy is located in the Northeast. Indeed, the top fifteen municipalities in the score are all from this region. Bologna is the top-ranked city, followed by Villa Lagarina (Trento), Imola (Bologna), Spormaggiore (Trento), Carpi (Modena), Badia (Bolzano), Andalo (Trento), and Bagno di Romagna (Forlì). Bologna's rise above Milan (which remains in third position among provincial capitals) reflects an increasingly results-oriented competition: the Emilian city thrives because it combines a smart economy and sustainable mobility with demand governance, modal integration, and reliable services. The Score rewards coherence between planning and results as perceived by citizens.
