While Italian politics focuses on who arrives, the number of citizens who choose to leave the country each year continues to grow. According to the Migrantes Foundation's 2025 Italians in the World Report, the number of Italian citizens residing abroad has exceeded the number of foreign nationals residing in Italy by one million. From January to December 2024, a total of 123,376 citizens registered with the Italian Registry of Residents Abroad under the reason "expatriation", representing an increase of 34,000 departures compared to 2023. Over 6.5 million Italians have decided to live abroad; as a result, 12 out of every 100 people with Italian citizenship reside outside of Italy. Young people and young adults are the most likely to leave the country, accounting for 72.2% of all expatriation registrations in 2024, up from 68.8% the year before. However, the Report, which has been studying Italian mobility for 20 years, cautioned against referring to it as a "brain drain", but rather as talent seeking new chances abroad. The final message: “It’s not enough to keep young people here or to mourn their departure — we must involve them in building new collective visions".
