Not only is the internet causing small businesses to fail, but so are taxes. According to Confcommercio, Italy has experienced a loss of over 140,000 retail enterprises in the past twelve years, with the most significant declines occurring in historic centers and small towns. Another 114,000 enterprises could close by 2035, accounting for more than a fifth of those still in operation. Confedilizia, which examines the phenomenon from the standpoint of property owners, is equally concerned about this extensive decline in retail and has long advocated two measures to the government and parliament to address it. The initial measure involves implementing a flat-rate tax on non-residential rents, replacing an overarching tax that has the potential to diminish more than fifty percent of the rental income. The second is a new legislation governing retail leases, promoting the alignment of supply and demand for properties.
