Hybrid warfare is becoming an increasingly serious issue. In 2024, 1,979 cyber events and 573 incidents were managed, up 40% and 89%, respectively, from 2023. In the first half of 2025, 1,549 cyber-related incidents were documented, a 53% increase over the same period last year. Meanwhile, the number of events rose by 98%. These are the figures offered by Defense Minister Guido Crosetto, who intends to establish an army of hackers functioning under the Ministry of Defense with at least 5,000 members. Crosetto's "cyber" weapon refers to a project that has been ongoing within the ministry for some time. It resurfaces in three bills presented to the Chamber of Deputies. All three propose establishing a department of "hackers", or military personnel capable of conducting cyber warfare. And to grant them the operational immunities of the Italian 007: namely, the "legal shield" of secret agents that permits them to perpetrate crimes, if strictly necessary during an operation, without facing legal proceedings.
