At the Quantum States General, held in Rome and organized by the Department for Digital Transformation at Palazzo Chigi, Undersecretary for Innovation Alessio Butti and Minister of Defense Guido Crosetto announced the creation of a national center to coordinate the experimentation and deployment of quantum technologies across universities, public administration, and industry. Butti expressed the intention to establish "a research center dedicated to Alessandro Volta, a national infrastructure that will encompass universities, research institutions, and enterprises. The University of Insubria, the University of Calabria, and the University of Naples Federico II have already committed to participate, with the possibility of additional institutions joining in the future". According to the Undersecretary, it should be a framework dedicated to simulations, prototypes, and applications tailored for the private sector. The Minister of Defense defined it as a "possible national quantum center, serving as a consolidated infrastructure for industry, defense, and academia. A functional accelerator for the testing, prototyping, and deployment of technologies, employing an approach similar to that of the Defense Advanced Research Projects Agency, a division of the U.S. Department of Defense".
