In 2024, the rise in emigration from Italy is predominantly driven by a significant increase in the emigration of Italian citizens (expatriates), totaling 141,056 individuals in 2024 (+23.7% compared to the previous year), whereas that of foreign citizens, amounting to 47,847, experiences a more modest growth (+7.8%). This is stated in Istat's (National Institute of Statistics) study on the census and dynamics of Italy's resident population in 2024. The Institute highlighted that "the rise in expatriations observed in 2024 is partly attributable to the impact of the new legislation (Law No. 213 of December 30, 2023), which established administrative sanctions for Italian citizens residing abroad for periods exceeding 12 months and who, despite the requirement, neglect to register with the Italian Registry of Residents Abroad (AIRE). As of December 31, 2024, there were 6,420,678 Italian nationals living abroad, a rise of nearly 282,000 over the previous year". This figure was calculated by combining data from multiple administrative sources and is consistent with the population usually residing in Italy on the same date.
