Average waiting periods of 90 days and high expenditures of accessing private treatment, average €325 per service. The mUp Research institute conducted a survey that was commissioned by Facile.it, an Italian technology company that serves as a comparison, promotion, and brokerage site for insurance, financial products, electricity, gas, fiber optics, and long-term vehicle rentals. The following are some of the results. In 2025, nearly 26 million patients chose private healthcare, whereas 13.6 million declined at least one medical service. Given these circumstances, it would be reasonable to rely on insurance coverage, but according to the survey, only 23% of Italians were able to take use of such protection. But how did those Italians who went to the private sector without insurance pay for their treatment? Approximately 1.7 million people took out loans to avoid foregoing essential procedures or, at the very least, to alleviate the financial burden on their families. In 2025, the average waiting time for healthcare services provided by a public healthcare facility was 87 days (91 in Southern Italy), according to a survey conducted on a representative sample of the national population. This figure decreases to 18 days for private healthcare services, with no significant regional differences. The issue of extended wait periods for public healthcare is further exacerbated by the issue of "closed waiting lists": the facility has informed nearly seven out of ten patients at least once that the requested service is unavailable. Healthcare migration, which refers to traveling from one place to another to acquire medical care, complicates the matter even more. According to the poll, about 2.6 million Italians were forced to leave their home region for treatment in the previous year.
