According to a survey conducted by the weekly magazine MF-Milano Finanza, the number of super-rich foreigners who have relocated their tax domicile to Italy is anticipated to surpass 5,500 by the end of 2025. This is a huge increase from the 4,000 reported at the end of 2024 (2,900 principal taxpayers and around 1,100 family members). These figures demonstrate Italy's ability to provide competitive tax reductions, thereby intercepting outflows from competitor countries owing to regulatory changes or geopolitical imbalances. The rate of new super-rich foreign residents was approximately 270 per year between 2021 and 2023. However, it is anticipated that the number will increase to 1,000 in 2024 and 2025, predominantly as a result of the United Kingdom's ending of the preferential tax regime (16,500 exits). And given that expatriates in Dubai comprise 90% of the city's four million residents, a significant opportunity exists for Italy, as many of them are High Net Worth Individuals. The increase in the flat tax to €300,000 per year (from €100,000 in 2024) for high-net-worth individuals does not diminish the appeal of the advantageous tax regime for the super-rich who want to relocate to Italy. The Italian regime remains one of the most competitive in Europe for drawing enormous fortunes, owing to its maximum term of 15 years and the certainty of the tax burden on foreign-source income. Italy benefits from a favorable environment as well as high-quality educational and healthcare systems.
