The €2 tax on small parcels from non-EU countries, introduced with the latest Budget Law, has been postponed to July 1, 2026. This is provided for in the draft tax decree examined by the Council of Ministers, which postpones the application of the new tax on low-value international shipments. The text specifies that, "without prejudice to the Customs and Monopolies Agency's work to update its information systems, the tax will not apply to shipments of goods imported before July 1, 2026." This provision, in effect, provides more time for the new control and collection mechanism to be implemented. The measure specifically affects small parcels arriving from non-EU countries, a trade segment that has seen strong growth in recent years, especially due to the expansion of international e-commerce platforms. The tax decree also represents a new step in reopening the tax reform process, with measures aimed at impacting trade, investment, and the tax system. The government's goal is to support the modernization of the tax system with tools better suited to new trade flows and the transformations of the global economy.
