Foreign workers are a structural component of the Italian labor market, and they are becoming increasingly important in supporting entire industries that are experiencing manpower shortage. According to the Ministry of Labor's 15th Report "Foreigners in the Italian Labor Market 2025", the number of foreign workers in 2024 exceeded 2.5 million, up 5.9% over the previous year. Last year, hiring totaled approximately 1.36 million, or 23.4% of the total: around one in every four new hires is not Italian. Investments in training also help to increase the presence of foreigners. The most advanced programs include Italian language classes and professional development. The courses are free of charge and include an attendance stipend, compensation for food, housing, and transportation expenses, and a final grant of €1,000. Refugees have also received certain welfare benefits, ranging from psychiatric treatment to reimbursement for the purchase of basic supplies for babies, as well as donations to daycare and school support.
