Leo XIV has named Archbishop Paolo Rudelli, presently apostolic nuncio to Colombia, as Substitute for General Affairs. The Substitute is one of the most influential and sensitive positions in the entire curial apparatus (Montini, Benelli, Re, and Dell'Acqua are among the most well-known). This position is akin to an Interior Minister of the Vatican City State, the "number three" (following the Pope and the Secretary of State), who is responsible for the majority of the most significant dossiers and interacts with the Pope on a daily basis, or nearly so. Edgar Peña Parra, the Venezuelan Substitute who was appointed by Francis in 2018 to replace Angelo Becciu, will assume the role of apostolic nuncio to Italy. Petar Rajič, the current nuncio to Italy, will be appointed as the new prefect of the Papal Household. This position has been vacant since 2023, when Georg Gänswein completed his term and was subsequently appointed nuncio to the Baltic countries (Latvia, Estonia, Lithuania). Rudelli, from Bergamo, is 55 years old and has been a priest since 1995. He is a moral theology graduate and has previously served as nuncio to Colombia, a significant position given that Bogotá is home to CELAM, the Latin American Episcopal Conference.
