Prison conditions in Italy are becoming increasingly severe. As of April 30, 2026, Antigone's 22nd Report on Detention indicates that there were 64,436 inmates, compared to just over 46,000 available places, resulting in an actual overcrowding rate of 139.1%. In 73 facilities, the level of congestion exceeds 150%, while in eight facilities, it exceeds 200%. Only 22 facilities in Italy aren't overloaded. The research also indicates a progressive aging of the jail population: those over 50 now make up about 30% of the total, while the number of young offenders aged 18 to 24 is also increasing. The number of children incarcerated with their moms is also increasing: there were 26 in March 2026, more than doubling from the previous year. Antigone attributes this pattern to recent regulatory changes that have weakened protections for mothers with young children. The living conditions within jails are also cause for worry. Over 60% of convicts spend practically the entire day isolated in their cells, and associations claim that recent limitations have exacerbated tension and violence. In 2025, attacks between inmates climbed by 73% over 2021, while attacks on prison personnel increased by 12.4%. Suicide rates remain high: at least 82 inmates committed suicide in 2025, with 24 occurrences reported so far in 2026.
