Milan prosecutors Paolo Storari and Mauro Clerici have ordered Ulas Demir's arrest on grounds of flight risk; a manager under investigation in the refurbishment and construction of the new US Consulate in Milan, as well as the American company Caddell Construction Co. Demir, a manager at Caddell's Italian business, was stopped at Orio al Serio Airport while he was departing Italy. According to allegations, Caddell Construction, an American corporation, has been accused of exploiting the labor of hundreds of Indian laborers who were employed in recent years to construct the new U.S. Consulate building in Piazzale Accursio. The building is expected to be completed in 2028 and is part of a $200 million contract. The workers were employed by the Alabama-based company through a "recruitment" plan by New Delhi-based "Dynamic House", for which they had to pay about 500,000 rupees, or 5,000 euros, to obtain assignments under a temporary overseas posting arrangement that allowed them to work at the U.S. consulate construction site. The magistrates in Milan observed, "Workers were exploited with wages that were clearly inconsistent with collective bargaining agreements and significantly below the poverty line". Workers were threatened with being dismissed or "sent back to India" if they refused to accept these circumstances. They were paid an average of €2 per hour.
