There are barely two weeks until all Italian e-scooter owners and renters are required to carry third-party liability insurance. The regulation requirement follows an extension approved by the Ministry of Infrastructure and Transport in collaboration with insurance firms. While sharing firms claim to be ready and compliant, there is still ambiguity around the behavior of about one million private drivers. The sector is also at the center of debate due to noncompliance with other regulations: Assoutenti describes the helmet requirement (in effect for two years) and the license plate requirement (introduced in May 2026) as a "chimera", which are consistently violated in large cities due to insufficient inspections and penalties. Rental companies, through Assosharing, worry about regulatory relentlessness, which penalizes an already well-regulated and safe sector, citing the absence of fatalities on shared vehicles since 2021 as a result of the Rosso law's 20 km/h speed limit. According to operators, the new third-party responsibility policy just raises expenses without providing enough pedestrian protection, jeopardizing the closure of enterprises and leaving only unmonitored private automobiles on the road.
