To combat the extreme heatwave gripping Lombardy, the City of Milan has approved an ordinance to protect riders and bike delivery workers hired by digital platforms. The regulation, which took effect on Tuesday, July 7th and is valid until September 23rd, imposes stringent limits during the warmest hours of the day. Home delivery assignments must be suspended or severely restricted between 12:30 PM and 4:00 PM, when temperatures are at their highest. The proposal expands and reinforces the terms of the regional ordinance of June 9th. Delivery firms that use algorithms to manage services must integrate automatic stops or system slowdowns to prevent worker exposure to heat. In addition to properly advising their staff of daily risk levels, businesses will be compelled to restructure activities, prioritizing cooler hours. The regulation also sets particular welfare obligations: firms must ensure that riders have access to drinking water, adequate pauses, and shaded or refreshment locations along their routes during critical days. Lastly, in order to prevent hazardous conduct that is motivated by time pressure, it is prohibited to offer bonuses or rewards that are contingent upon the number of deliveries or the speed of delivery during peak alert hours.
